Launch of Invitation to Tender for CSN services

The European Maritime Safety Agency has launched an open invitation to tender for oil spill monitoring and vessel detection services.

The invitation to tender follows the publication of the Contract Notice in the Official Journal of the European Union - Supplement 2010/S 28-039131, Wednesday 10 February 2010.

The deadline for submission of tenders is 29 March 2010.

Launch of Invitation to Tender for the ‘EMSA CleanSeaNet Data Centre’

European Maritime Safety Agency has launched an open invitation to tender for the "EMSA CleanSeaNet Data Centre".

The invitation to tender follows the publication of the Contract Notice in the Official Journal of the European Union - Supplement 112/2009 of Saturday 13 June 2009.

The procurement includes the design, development, implementation, and maintenance of the CleanSeaNet Data Centre (CSN DC) information system for the provision of "near-real-time" service for monitoring oil spills in European waters and integration of relevant ancillary data from different sources.

The CSN DC information system, which shall be hosted at EMSA, shall provide a platform for the Agency to manage Earth Observation data. The data will be stored and managed by the CSN DC and distributed to CleanSeaNet users. The CSN will guarantee an advanced platform for the alerting, visualisation, dissemination, ingestion, and archiving of both data and information.

The deadline for submission of tenders is 14 August 2009.

Invitation to an open Workshop to define the technical links between CleanSeaNet and external oil spill models

EMSA intends to integrate oil spill modelling functionality within CleanSeaNet (CSN). CSN shall link to existing regional oil spill models which are operated and hosted by Member States. This Workshop will address the major challenge to ensure that interfaces between the available oil spill models and CSN are defined appropriately. EMSA’s view on further development of oil spill modelling

EMSA issued a non-paper presenting its view on the use of oil spill models within the CleanSeaNet service for oil spill monitoring and surveillance. The Agency intends to further develop the service to facilitate polluter identification and pollution response. In view of the open FP7 call for GMES downstream services the Agency would like to illustrate how these services could be linked to CSN.

CSN training for Coastal States duty officers in September 2008.

A As part of the CleanSeaNet training plan for Member States, EMSA will hold a one day CleanSeaNet training course for duty officers in Lisbon in September 2008. Two representatives from each Coastal Member State, Croatia and Norway are invited to attend. Training will be held at the EMSA Headquarters (Av Dom Joao II, lote 1.06.2.5, 1998-001 Lisbon) on the following dates:

  • 29 September 2008:Training for Belgium, Bulgaria, Croatia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, and Italy.
  • 30 September 2008: Training for Latvia, Lithuania, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, and the United Kingdom.

EMSA launches an Invitation to Tender for the Provision of Optical Images

The European Maritime Safety Agency (EMSA) is launching an invitation to tender for the provision of optical satellite images for emergency response to accidental marine oil spills. The framework contract(s) will focus on the provision of optical satellite images to EMSA for pollution emergencies. The scope of the framework contract shall include the provision of image licences, emergency planning and ordering services and fast delivery of the processed image product to EMSA. The Deadline for submission of the tenders is 23 July 2008. The invitation to tender follows the publication of a Contract Notice which was published in the Official Journal of the EU. EMSA nominated Project Manager for International Charter activation on North Sea oil spill

Click image to enlargeThe European Maritime Safety Agency, through its CleanSeaNet service, has been nominated International Charter “Space and Major Disasters” Project Manager for the oil spill occurred in the Norwegian waters of the North Sea on 12 December 2007. The spill of approximately 4000 m3, occurred when the tanker Navion Britannia was loading oil from a loading buoy in the Statfjord oil field, located around 200 kilometres west of Bergen, close to the border of the UK continental shelf. On the same afternoon, the Norwegian authorities requested the European Commission (EC) Monitoring & Information Centre (MIC) of DG Environment to activate the International Charter for rapid access to satellite imagery and information products over the affected area. EMSA immediately took charge of the satellite monitoring of the interest area and Syntheic Aperture Radar (SAR) images from the European Space Agency (ESA), Canadian Space Agency (CSA), Japanese Space Agency (JAXA) satellite sensors, were planned. To this date 6 SAR scenes have been acquired, processed and delivered to the Norwegian authorities and the EC-MIC with no oil observed on the sea surface. More SAR scenes are to be delivered in the next days to weeks. High resolution optical imagery was also planned and processed by CNES-Spot Image, USGS and CONAE, but the high density of cloud cover has prevented any use of such images so far.

The EMSA CleanSeaNet team remains in constant and close contact with Kystverket, the Norwegian Coastal Administration responsible for monitoring the oil spill.

Envisat captures South Korea’s crude oil leak

Click image to enlargeThe European Space Agency (ESA) Advanced Synthetic Aperture Radar (ASAR) sensor on board of the Envisat satellite has acquired an image of the crude oil leaking from the wrecked 146 000-ton tanker, Hebei Spirit, off the west coast of South Korea. ENVISAT-ASAR is an integral component of the CleanSeaNet operational service for satellite based monitoring system for marine oil spill detection and surveillance in European waters.

EMSA CleanSeaNet monitoring the situation in the Kerch Strait

Click image to enlargeThe European Maritime Safety Agency CleanSeaNet service is monitoring the disaster area in the Kerch Strait in support of the work done by the European Commission. Satellite synthetic aperture radar (SAR) images covering the region have been planned and are being delivered to the EU Monitoring and Information Centre (MIC). Several possible oil slicks, extending from within the Strait to the north-east coastline close to Kuchugury in the Azov Sea, have been identified on the European Space Agency Envisat-ASAR scene acquired on Friday 16/11/2007 (see image). The next satellite data acquisitions will be on 19/11/2007 (Radarsat-1) and 20/11/2007 (Envisat).

CleanSeaNet in support of Spanish authorities for the monitoring of the New Flame Gibraltar accident. A first report established from recent ENVISAT images has been dispatched to the Spanish authorities. The emergency planning of ENVISAT and RADARSAT-1 images will allow EMSA to continue its assistance task to the Spanish authorities in monitoring the damaged vessel through the CleanSeaNet service

As part of the service implementation EMSA will hold a series of regional training courses for CleanSeaNet users from operational organisations that are responsible for or directly involved in operational surveillance activities for marine oil spills.
